Kansas Tax Credit for Low Income Students Scholarship Program (TCLISS): Students and Families

Student and Family Benefits

The TCLISS allows students and families to utilize contributions in the form of scholarships given to schools in order to have greater access to Christian education. Families may learn more about the advantages of scholarships given through the TCLISS by connecting with us.

These are private contributions to private SGOs giving out scholarships to families who choose to attend private schools. While recipients of these scholarships do not receive tax benefits directly, they do benefit from greater choices involving Christian education.

Historically, SGOs have operated with a cap of about 10% for administrative costs. Limits will soon be finalized through the federal rulemaking process.

Student and Family Eligibility

How to Participate

  1. Determine Your Child’s Scholarship Eligibility

To qualify for assistance through the TCLISS program, a student must meet residency requirements and low-income eligibility requirements defined in statute, which include:

  • (1) Resides in Kansas; and
  • (2)(A)(i) Has an annual family income that is less than or equal to 250% of the federal poverty guidelines as determined annually in the federal register by the United States department of health and human services under 42 U.S.C. § 9902(2); and
  • (2)(A)(ii) (a) was enrolled in kindergarten or any of the grades one through eight in any public school in the previous school year in which an educational scholarship is first sought for the child; or
  • (2)(A)(ii) (b) is eligible to be enrolled in any public school in the school year in which an educational scholarship is first sought for the child and the child is under the age of seven years; or
  • (2)(B) has received an educational scholarship under the program and has not graduated from high school or reached the age of 21 years.

  1. Find a Qualified School
  • Qualified private schools are those that meet Kansas legal and regulatory requirements to participate in the program.

When applying for enrollment, parents should ask if the school qualifies for and participates in the Tax Credit for Low Income Students Scholarship Program.
